Empowering Communities: Strengthening HBYC in New Districts through Operational Orientation for district and block officials
The Home-Based Young Child Care (HBYC) program aims to reduce child mortality, improve nutrition, and support early childhood development through home-based services. Building on the existing HBNC visits, HBYC includes five additional home visits by ASHAs for children aged 3 to 15 months.
In Bihar, HBYC is being rolled out in phases. The first phase covered 13 aspirational districts, and the second phase has added 10 new districts. Supported by Norway India Partnership Initiative (NIPI), phase one saw improvements in home visit coverage, timely reporting, and data quality.
Recognizing the impact of district and block-level orientations, State Health Society Bihar (SHSB) included training budgets in the 2024–25 PIP for both the 10 new and 13 original districts. The orientation focused on familiarizing officials with HBYC operational guidelines, explaining financial guidelines, reporting, and monitoring and reinforcing ASHA’s role in home visits
SHSB issued a directive for district-level training with NIPI facilitating orientations in five districts namely: Saharsa, Madhepura, Bhojpur, Muzaffarpur, Jehanabad. A total of 132 participants were trained including District Nodal Officers, Regional and Block level Officers (MCHs, MoICs, BHMs, BCMs, DCMs, DPMs, RPMs, DACs) and development partners.
Key discussions included program information flow, reporting formats, and monitoring mechanisms.
Post-training, districts have started reporting home visits from March 2025 onward.
