IPHS Gap Assessment in Rajasthan

The state of Rajasthan is committed to provide quality care to its citizens at all levels of health care. Towards thus it initiated a comprehensive Gap Assessment under the Indian Public Health Standards (IPHS) and has successfully completed the assessment of 14,436 institutions, accounting for 82% of its total healthcare facilities. 
This achievement was facilitated by the IPHS Gap Assessment software, developed collaboratively by the Norway India Partnership Initiative (NIPI) and the National Health Systems Resource Centre (NHSRC). The software, which utilizes the ODK (Open Data Kit) system for form submissions, ensured a user-friendly and efficient process. An informative video on the IPHS Gap Assessment process was also widely utilized by assessors to better understand and implement the assessment.
To further ensure the quality and accuracy of data during the process, the Rajasthan government implemented a robust validation mechanism. Medical Officers at Primary Health Care Centres conducted random validations of data from two Sub-Centres and Health & Wellness Centres (Ayushman Arogya Mandirs) in their respective sectors. Meanwhile, data from Community Health Centres (CHCs) and Primary Health Centres (PHCs) was monitored by block-level officers, and state-level teams validated the data collected from District and Sub-District Hospitals.


The NIPI Office in Jaipur served as the central Control Room, facilitating the assessment, gathering feedback from districts, resolving facility-level issues, and providing analytical reports to the State Health Directorate. The Hospital Administration Unit of the Directorate played a key role in ensuring seamless coordination with districts and providing the necessary support. Progress on the IPHS Gap Assessment was closely monitored at the state level through weekly video conferences, enabling timely interventions and feedback.
